EARLY WARNING INTELLIGENCE AND AIR-ATOMIC STRATEGY
A few definitions here may prove useful. As John Gentry and Joseph Gordon suggest in their Strategic Warning Intelligence, the modern understanding of âstrategic warningâ is warning to senior leaders of a serious existential threat, a warning derived from intelligence collected on the long-term capabilities and intentions of an opponent. âTactical warning,â as the name suggests, warns of near-term impending danger inferred from intelligence on the very recent past and implications for the immediate future. The Air Force Security Service spoke of âearlyâ and âadvanceâ warning interchangeably, and their method of providing early warning of attack can be seen as an amalgamation of the two:
The sources that may be utilized in deriving early warning are quite numerous, especially when one considers early warning from a long term, all embrasive [sic] viewpoint, i.e., âstrategic early warning.â Indication of the imminence of aggressive action may be found in information collected about any or all phases of this [military and industrial] total capacity. The part that the United States Air Force Security Service can play in aiding the air defense program is, therefore, limited in scope, for the United States Air Force Security Service concentrates its effort upon ⦠air attack. During peacetime, there is a requirement for close surveillance to aid in the overall task of determining the âimminence of attack.â The total plan must provide for an integrated, comprehensive method of providing timely COMINT ⦠in order that a complete picture of the air situation may be maintained.7
